Together with the following Unitary Authorities:

• Borough of Telford and Wrekin
• City of Stoke-on-Trent
• Herefordshire
• City of Birmingham
• City of Coventry
• Dudley Metropolitan Borough
• Sandwell Metropolitan Borough
• Solihull Metropolitan Borough
• Walsall Metropolitan Borough
• City of Wolverhampton

In terms of classification within the ODP, Telford & Wrekin is considered part of Shropshire, Stoke-on-Trent is considered part of Staffordshire, and Hereforshire is considered to be a county in its own right. The remaining seven authorities form the West Midlands Metropolitan Area, which is given ceremonial county status.
